TheInternational Finance Corporation (“IFC”), a member of the World Bank, has beenapproached by the City of Bogota (“CoB”) through the Instituto de DesarrolloUrbano (“IDU”), to act as transaction lead advisor to for the expansion,rehabilitation, traffic management, and maintenance of two key BRT (“Bus RapidTransit”) corridors in Bogotá: Avenida Ciudad de Cali (between Calle 80 and PuenteTibanica) and Avenida Calle 80 (between Los Heroes and Portal 80 collectively the“Project”) under a Public-Private Partnership (“PPP”). TheProject seeks to improve the quality and sustainability of public transportservices in two of Bogota-s most congested corridors, addressing along-standing infrastructure gap while optimizing lifecycle cost efficiency andoperational reliability. The PPP model will include performance-basedincentives and measurable service quality indicators. The project aligns with Bogotá-s2024-2028 Development Plan and Colombia-s national climate commitments underthe Paris Agreement by prioritizing the modernization and expansion of the TransMileniosystem, to reduce inequality, improve access to opportunities, and alleviateurban congestion.Through this advisory engagement, IFC will work closelywith IDU to design a bankable, climate-smart and technically viable PPPtransaction, aligned with international best practices, for the construction andfuture maintenance/rehabilitation of the two BRT corridors by using anavailability payment scheme (or other alternatives to be determined duringstructuring process). It would integrate E&S, climate, and accessibilityaspects into the project-s design.The end user of the BRT infrastructure will beTransMilenio the public company responsible for operating Bogotá-s mass transitsystem.
