GENERAL CONTEXT Chad faces significant child protection needs in contexts marked by displacement, security crises and dynamics linked to the presence of armed groups and disarmament operations, demobilization and reintegration (DDR). In the provinces of Borkou (North) and Lac (West, Lake Chad basin), access to basic social services (civil status, health, MHPSS, education, juvenile justice, alternative care) is heterogeneous, and the referral chains for children at risk (or associated with armed forces and groups) are sometimes incomplete or not formalized.
