The purpose of this consultation is the delegation of the public transport service in the SMT territory. The SMT brought together the two agglomeration communities CAP EXCELLENCE and RIVIERA DU LEVANT until December 31, 2024. In January 2025, the SMT deliberated on the principle of membership of the CA of North Basse Terre in 2025. The current KARULIS transport network includes 57 lines: 6 main lines, 31 local lines, 14 intercity lines, 4 airport lines and 2 shuttles, in addition to 3 weekend and public holiday lines. It also includes 51 school transport routes. 57 lines are today operated under delegation of service (DSP) (46 lines in the initial DSP + 11 CARL lines integrated by amendment 7). The network represents 4,733,275 annual commercial km, including 3,498,681 for DSP lines. The SMT is leading a High Level of Service Bus (BHNS) project called KETI comprising 3 lines serving Baie Mahault, Les Abymes, Pointe a Pitre and Le Gosier. The KETI1 line will be put into service on December 1, 2028; KETI lines 2 and 3 for December 1, 2031. 51 school transport lines are managed through public contracts. The future contract of concession globalizes all regular urban and school transport services and on-demand transport.
