The Government of Uganda is seeking consultancy services to develop a comprehensive, evidence-based, and costed five-year Strategic Plan for the Tax Appeals Tribunal (TAT) for FY 2026/27-FY 2030/31. The objectives include assessing the Tribunal's performance, developing a strategic direction, aligning with national strategies, identifying service-delivery reforms, and preparing a realistic implementation framework.

The consultancy services involve conducting independent verification of project results under the Uganda Learning Acceleration Program (U-LEARN). The services include verifying the achievement of Disbursement Linked Indicators (DLIs) and Disbursement Linked Results (DLRs), conducting document reviews, field verification, and validating reported data. The Independent Verification Agent (IVA) will produce reports confirming the extent of DLR achievement, which will inform the World Bank's disbursement recommendations. The engagement is expected to last until June 30, 2030, subject to satisfactory performance and funding availability.
