Vanuatu faces persistent challenges in providing affordable, secure, and climate-resilient housing, particularly for low- and middle-income households. The country-s acute vulnerability to climate change and natural disasters—coupled with rapid urbanization and constrained land availability—has intensified housing shortages and underscored the urgent need for innovative, sustainable solutions. The Government of Vanuatu (GoV) has appointed IFC as the lead transaction advisor for the Vanuatu Climate Resilient Affordable Housing Public-Private Partnership (PPP) Project. The project seeks to expand the supply of affordable housing that is resilient to climate risks and natural disasters, while mobilizing private sector investment and expertise. This initiative is closely aligned with national development priorities, including the Vanuatu 2030: The People-s Plan, the National Housing Policy and reinforces the government-s commitment to sustainable urban growth and improved living standards. Access to housing finance is a key driver of a well-functioning housing market. While Vanuatu-s major financial institutions offer mortgage products, the GoV would like to explore whether it can play a role in expanding access for low- and middle-income households. To support this, IFC is undertaking an analysis of the current housing finance landscape to identify strengths and gaps, and to define potential entry points and specific mechanisms the GoV could consider to improve the availability of housing finance.
