Comprehensive review of Energy Community Contracting Parties- greenhouse gas inventories in 2027 under the adapted Governance Regulation (EU) 2018/1999 and related capacity-building activities. To obtain specialised technical expertise to conduct the first Comprehensive Review of greenhouse gas inventories submitted by Energy Community Contracting Parties and to deliver capacity-building activities supporting the implementation of greenhouse gas inventory reporting and review requirements under the adapted Governance Regulation.

The purpose of this framework contract is to provide the EEA with scientific, technical, analytical and coordination support for the implementation, assessment, quality assurance, integration, further development and uptake of activities related to the CLMS and the Copernicus In-Situ Component. The services shall support the EEA in carrying out its entrusted Copernicus tasks and in responding to evolving operational, technical and policy needs throughout the duration of the framework contract. Activities may include analyses, methodological developments, investigations, testing, pilot exercises and other support activities contributing to the effective implementation and continuous improvement of CLMS and Copernicus In-Situ activities.

To drive progress towards a climate resilience Europe, the EEA will continue providing essential data, information and policy-relevant insights that inform the design and implementation of adaptation measures, risk management strategies and societal preparedness efforts. A key priority is to track and assess progress on EU's climate resilience. Knowledge exchange will support EU Member States in preparing national climate risk assessments and adaptation policies. The EEA will also play a role in the implementation of potential outcomes for the foreseen European Integrated Framework for Climate Resilience. With a focus on resilience indicators, sectoral progress and broader economic and societal resilience, the EEA aims to develop relevant and actionable knowledge products for Europe. The focus of this new Topic Centre will be predominantly on the knowledge and networking services. However, tasks under these services will also cover some data services and will build on work conducted under the Topic Centre on Climate and Resilience: Reporting, Tools and Online Knowledge support. As such, collaboration is expected between the two Topic Centres.
