The public procurement procedure is conducted in the form of a tender unlimited, based on Eng. 132 of the Act of 11 September 2019 Public Procurement Law (Journal of Laws of 2024, item 1320), hereinafter referred to as the "Pzp Act", implementing regulations issued on its basis and the Civil Code. To the extent not regulated this SWZ, the provisions of the Public Procurement Law apply. 2. The Ordering Party, in accordance with Art. 139 of the Public Procurement Law, provides for a reverse order of activities, i.e. it may first examine and evaluate offers, and then make subjective qualifications of the Contractor whose the offer was rated the highest in terms of lack of grounds for exclusion and meeting the conditions for participation in the proceedings. 3. The material scope of the subject of the order is described in Annex No. 2 to the SWZ. 4. The contractor is obliged to complete the order for terms and conditions described in the Draft Provisions of the Agreement constituting Appendix No. 8 of the SWZ. 5. Modernization of parking machines II The subject of this public contract is the modernization of parking meters. These are in particular the following activities: • elaboration of the Target concept; • delivery of new PAs, their installation and initialization. Ensuring unlimited access to DC; •realization of DC delivery, its implementation; • implementation of integration of PA (DC) with CIS; • performing PA (DC) integration with the selected Acquirer; • conducting training of persons designated by the client for the operation and maintenance of the PA (DC); • handing over the necessary documentation for the proper use of PA (DC); • ensuring the delivery of all necessary PA operation licenses (DC); • ensuring DC operation, which will be installed on the supplier's servers; • ensuring the supply of thermal paper to PA according to operational needs the contractor and the supply of spare parts; • ensuring service and preventive activities; • ensuring flawless operation of PA (DC). The contracting authority accepts delivery of PA (DC) in two variants: a) without ensuring the services of the Acquirer and at the same time without ensuring the services of the operation payment terminals of contactless payment cards under the conditions specified in the Technical Specification, which forms Annex No. 1 of the Draft Agreement (see Annex No. 3 of the ZD). The project covers the supply, installation, commissioning, integration of a new generation of utility meters, replacing legacy devices that no longer meet daa-s operational, accuracy or datamanagement requirements. The upgraded meters will provide highaccuracy, MIDcompliant measurement, enhanced data and realtime visibility of energy usage. The programme includes the deployment of new meters, communication interfaces, telemetry solutions for remote locations and full integration with Dublin airport-s existing Energy Management Systems. The solution must be open protocol and technology - agnostic. The project will also consider futureproofing options, including compatibility with LoRaWAN and other IoTbased technologies.
