Detailed_Description : The Supplier shall provide the Waste Disposal Services in accordance with the approved development and operations plan for the Site (the “Design and Operation Plan”) attached as: Attachment 5, Attachment 6 & Attachment 7 along with the Environmental Compliance Approvals for each site, and all applicable act and regulations.The Madawanson WDS is licensed to accept waste from the Strain, Menstime, Prescott, Teasdale and Mandamin Townships within the Sudbury District. In addition, the Site receives waste from the seasonal recreational users within the Madawanson service area. There are no census population estimates for the individual townships within the service area as it is included as part of the Algoma Unorganized north part census area, which has a population of approximately 5,739 people (according to the 2016 Census from Statistics Canada). The Whiskey Lake WDS services the seasonal recreational users and the permanent residents of the Whiskey Lake area of the Algoma District. The Sauble Lake WDS services the seasonal recreational users and the permanent residents of the Sauble Lake area of the Algoma District.
Scope of Work : The Site Operator is the individual, company or organization that is in charge of operating a waste disposal site on a day-to-day basis under an agreement with the MNR (Ontario Ministry of the Environment, 2009).The Site Operator has overall authority and responsibility for day-to-day Site operations and must ensure that the Site is operated in accordance with design and operations plan [refer to RFB Attachments 5, 6 and 7], the conditions of the Site-s Certificate of Approval (C of A)/ Environmental Compliance Approval (ECA) [Schedule D], and all applicable Acts and regulation.Failure to operate the Site in accordance with the above-mentioned documents and the service agreement for the Site could result in enforcement action by the MNR and/or the MECP (Ontario Ministry of the Environment, 2009).
