The document management information system and electronic management of investigation files (SMDDA), in order to digitize the processes and administrative procedures of the Competition Council and its implementation SMDDA must ensure an integrated informational framework for the management of documents, administrative files and decision-making processes of the Competition Council, throughout their life cycle, from initiation to archiving, in compliance with legal duties, internal procedures and requirements applicable regulations. The system must allow the configuration and management of different workflows depending on the type of procedure, including but not limited to petitions, complaints, competition investigations, notifications of economic concentrations, state aid control, useful investigations to know the market, as well as the approval procedure, with the definition of the stages, terms and roles corresponding to each category of procedures. Conceptually and functionally, the SMDDA is structured in three main functional components, corresponding to the essential operational areas of the Competition Council, which operate in a unique, integrated and coherent digital environment.
