Liverpool City Council intends to begin a procurement process to secure specialist support that will help deliver its Commissioning and Sufficiency Strategy - The Child's Journey. The Strategy aims to improve outcomes for children by strengthening early help, reducing the number of children entering care, and increasing local placement options. The Council is entering the next phase of its Children's Services transformation and requires additional specialist capacity to support service redesign, manage increasing demand, and develop more sustainable local provision. This work will help address key challenges such as high residential placement costs, workforce pressures, and the need for a wholeβsystem approach with partners. The planned procurement will support the Council's ambition to become a leading authority by 2026/27, ensuring improvements are underpinned by the right skills, modern infrastructure, and more effective models of care for children and families.
