The building site is the Eteläinen Ruskeasuo area (00280 Helsinki). The area has a poor water supply network built mainly in the 1940s, which will be renovated in this contract. In the same context, the old mixed drainage is separated into separate storm and storm drains into wastewater networks. The length of the water pipe is about 1.45 km, the waste water drain is about 1.4 km and the storm water drain is 1.2 km. The extent is shown in detail in the plans. The existing infrastructure is largely founded on top of the rock and in rock channels and is easily damaged by blast mining. Excavation must be done at least mainly with non-explosive methods. In blast excavation work, the requirements of the noise permit of the city of Helsinki must be followed regarding working hours. There is one kindergarten in the area on Raisiontie. There are trees in the area and shrubs, e.g. In Ratsaspuisto and Koroistentien park, which have been defined as protected by the City of Helsinki. According to the first paragraph of Section 116 of the Special Fields Procurement Act (1398/2016), the procurement procedure can only be suspended from the actual and for a valid reason.
